Harburg was in the 13<sup>th</sup> century part of a large imperial estate, and the oldest known seal, dating from the late 13<sup>th</sup> century, thus shows the imperial eagle. All later seals and images have shown the eagle and the arms thus have not changed since. Origin/meaning
