I have no further information on the meaning of these arms.  
The arms combine the arms of the historical districts of [[Oberbarnim]] and [[Niederbarnim]], which existed until 1952. Both used in the upper half a demi-eagle for Brandenburg above a silver or red field. The colours are those of Brandenburg.
