Horb received city rights in the 13<sup>th</sup> century from the Counts of Tübingen, who ruled the area at the time. In 1294 the city became part of the County Hohenberg, in 1381 to Austria and in 1805 to Württemberg.The oldest seal of the city dates from the 13<sup>th</sup> century and shows the arms of the Counts of Tübingen (see [[Tübingen]]). From 1308 onwards the divided shield of silver and red appears on the seals. This shield shows the arms of the Counts of Hohenberg. Ever since the city has used these arms.
