Impaled. Dexter: Gules, a hart or, bearing the Paschal banner proper, the_ staff paleways of the second and trip pant over a ford harry-wavy, of six argent and azure ; Sinister: Azure, on a fesse or between three lilies argent leaved and stalked of the second, a trefoil slipped vert.

Origin/meaning
As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
The Nilan coat is an assumption, indicating the Prelate's devotion to St. Joseph, the Patron of his seminary, as a student; of his parish as priest; and of his cathedral as bishop. The shamrock is the symbol of Ireland (his fatherland) as well as of the Blessed Trinity
