Origin/meaning

As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.

The red bend and the lion heads are taken from the arms of (the unrelated) Benjamin Franklin, president of the US, and symbolise here the last name of the bishop. The bend is augmented with three fleur-de-lys, taken from thea rms of the Archdiocese of Dubuque.

The achievement is completed with the heraldic insignia of a prelate of the rank of bishop.
