As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
 
Tthe first quarter ahows the eagle of Saint John the Evangelist, Patron of the Archdiocese of Milwaukee, and in the fourth quarter the background of the arms of the [[Archdiocese of Milwaukee]], where the bishop has served all of his priestly ministry.
 
The second quarter shows the Sacred Heart of Jesus, and in the third quarter a red rose to honor both the Blessed Virgin Mary and Saint Theresa, "The Little Flower," to whom Bishop Hying has deep devotion.
 
The motto "CARITAS NUMQUAM EXCIDIT", taken from Saint Paul's First Letter to the Corinthians (1 Cor 13:8) expresses the profound Christian doctrine that in all that we do, we should do it with love.
 
The achievement is completed with the heraldic insignia of a prelate of the rank of bishop by instruction of the Holy See, of March 1969, confirmed in March 2001.
