As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
 
The Bishop's arms are symbolic for his name, which means the governor or captain of a stronghold in Dutch, hence the heraldic " tower". The lion is that of his patron, Saint Jerome.
 
The achievement is completed with the heraldic insignia of a prelate of the rank of bishop.
