As common in episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
 
The chief of the personal arms is the arms of the Order of Discalced Carmelites of which the bishop belongs. On the base is a sable and argent checkered adapted from the Labayen family arms.
