This is probably a decade too late, as all cards have the number DRGM 209633 (Deutsche Reichs-Gebrauchsmuster), a German copyright/trademark number, which should be issued around 1903-1904 ([https://www.holzwerken.de/museum/patent/drgm_zeitlinie.gif source]), which also fits better with the population figures in the first album (which are from around 1900).
