As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
 
The arms of the Bishop are based on those of the Carroll families of Ireland which bear: Two lions combatant gules supporting a sword argent, hilt and pommell or. The coat has been differenced by counterchanging per chevron and substituting a bishop's cross for the sword. The two martlets in base are from the arms of the Hogan family of Ireland, the Bishop's mother's name.
 
The motto is taken from the Gospel of Saint Matthew the Apostle, chapter 6, verse 33.
