The tower in the arms symbolises the fortifications in the city, the lion is the symbol of the power to defend the fortress. The meaning of the oak trees I don't know. The sea indicates that the city is a harbour town. The fleur-de-lis is the symbol of the French Kings and the old arms of France.

Before 1919 the city used a canting bayonet as arms.
