Origin/meaning
These arms were used by the borough council in the 1920s.
The arms are canting because the fly comes from the medieval name: Ile de la Moucque (lit. island of flies, but it means populated island in Old Norse), while the cross refers to the current name. The cross also refers to the one that once adorned the tip of the island, on the downstream side.
The red and blue colors are those of the city of Rouen and the band symbolizes the river Seine.
