A silver color metal and enamel device 1 1/8 inches (2.86 cm) in height overall consisting of a maroon cross with a silver border between an arced maroon scroll at top inscribed “QUANTUM” and an arced maroon scroll at bottom inscribed “SUFFICIT” all in silver letters, and overall two diagonally crossed lightning flashes surmounted by a silver rod entwined by a green serpent.
Origin/meaning
