Official blazon

Argent, an orle gules, over all on a bend azure three mullets of the field.

Origin/meaning

These arms are based on the arms of the town of Richmond in England. For the Richmond in America the tinctures of field and orle are reversed. The blue suggests the completion of Americanization and is a most appropriate background for the silver stars of Our Lady, which also refer to Virginia (virgin). Instead of a single star, three are used for added beauty of effect, the number itself always honoring the Blessed Trinity.
