Origin/meaning

The letters SPQS in the arms mean Senatus PopulusQue Sabinorum (the Senate And the People of Sabinians, the ancient tribe which lived in the area) and are based on the arms of the city of Roma. Between the letters are three circles, which indicate that the province was formed in 1927 from parts of three other provinces/regions.
