Origin/meaning
As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
The personal arms emphasizes his French ancestry by the French fleur-de-lys and also contains the symbol of his patron, St. Maurice, the Roman imperial eagle. The wavy line indicates water and here it symbolizes the Mississippi River.
The motto is taken from the prayer Hail Holy Queen.
