Impaled. Dexter: Gules, a Latin cross throughout of nine fusils conjoined, four in pale and five in fess argent (See of Raleigh) ; Sinister: Azure, a chevron ermine between three plates (2 over 1), each charged with a cross of the first and in chief a mullet argent (Waters).

Motto: Omnia per Mariam.

Origin/meaning

As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.

The personal arms of the Bishop are taken from the shield of the Waters family of Ireland with two changes. On the roundels the trefoil has been changed to a cross and the star in the chief has been added to honor the Blessed Virgin Mary, in whom the prelate has a tender devotion; he was born on the feast of the Assumption, and was ordained on the feast of the Immaculate Conception.
