Origin/meaning
As common in US episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
The Bishop's arms are a version of the arms of the old Welsh clan of Ap Rhys, from whom various Pryce and Rice families descend. It is used here to symbolise the last name of the bishop. The wavy blue bar may here be taken as suggestive of water, as the escallop shell, when not definitely attributed to St. James or St. Michael, may suggest simply pilgrimage.
