Origin/meaning
The colors represent the flag of the Basque Province of Spain, his country of origin. The shield la horizontally divided into three parts. The upper section, red; the center, white; and the lower, green. In the upper partition of the shield the Cantabrian Mountains and the Bay of Biscay, which identify the Basque province, are depicted. In the upper left corner is a gold star, a symbol of the Blessed Virgin Mary, to whom Bishop Garmendia has special devotion.
The center bar contains an open book, the symbol for learning, because the bishop has spent many years as a professional educator. The lower section contains an inverted crescent, gold and black cheeky, a motif borrowed from the coat of arms of St. Francis Xavier, the bishop's patron saint.
His episcopal motto is: "I am all thine, my queen and my mother."
