Origin/meaning
As common in Canadian episcopal heraldry, the arms show the arms of the diocese impaled with the personal arms of the bishop.
The arms of the bishop are partially canting; Du Moulin means 'from the mill' and the arms thus show mill irons. The meaning of the wheel and cross I do not know.
