The arms were officially granted in 1791, but most likely that privilege was only the re-granting of arms granted on January 19, 1719 (the arms was not described in privilege) and abolished in 1776 together with town rights.
 
The knight is definitely originating from the National Arms and should refer to the fact that the city was not privately owned, but belonged directly to the state. Lady Justice should symbolize  justice for citizens, guaranteed by the city rights.
 
In the privilege of 1791 Justice was mistakenly called “Genius”. The charges are characteristic forthe  early 18th century, not for the late 18th century, and the arms were officially drawn in an 8-pointed frame, as a seal of local institution of Grand Duchy of Lithuania. All this indicates that the arms probably date from the time the city rights were granted.
 
In 1849 a project with a black rider and Lady Justice was provided but not confirmed.
