Origin/meaning

The old arms (see below) show a Knight of the Teutonic Order and are based on the oldest known seal of the city, dating from the 13th century. The next seal shows the knight with a banner. The banner shows three wavy bars and a black cross, symbols which were also used on the banner of the city in the Battle of Tannenberg. On several 15th century small seals only the bars and cross are seen, these probably being the true arms of the city. The three wavy bars were several times misinterpreted as a nine-topped hill, and thus different variations of the arms existed during the centuries, as can be seen from the images below. At present the city uses the above arms, again with the hill, but now with the cross on the hills and with different colours as before.
