Origin/meaning
The arms combine the diamonds of the arms of Bayern, with the panther derived from the arms of the Counts of Ortenburg-Kraiburg. The latter were the most important noble family in the area in the early Middle Ages
The arms of the Kreis Niederbayern, which existed until 1945 were quite similar:
These arms show the blue panther, described as the old arms of the Dukes of Niederbayern.
