The arms are a combination of the cross of the [[Köln (State)|State of Köln]] and the bar of the State of Münster. The city was ruled jointly by the Bishops of Köln and Münster from 1252-1352. The seals of the city showed the two patron saints (St. Peter and St. Paul) until the 17<sup>th</sup> century, when they were replaced by the arms of K&ouml;ln and Münster.
