The arms show the historical cross of Borgentreich and the fleur-de-lis of Borgholz. The base of the arms symbolises the 12 towns and villages that merged in 1975 to form the new city.

The historical arms show a uncommon cross, which is also seen in the arms of [[Verden (Aller)|Verden]], and which is probably derived from the cross of the State and diocese of Paderborn. The cross is used already in the 14<sup>th</sup> century, as it can be seen on the secret seal from 1341. The main seal, however, showed a church or castle.
