The arms show the arms of the four main rulers in the district. The first quarter shows the Imperial eagle as a large part of the district was directly ruled by the emperors in the 12th and 13th century. The second quarter shows the lion of the Pfalz, as the Counts of the Pfalz ruled a large part of the district from their castle in Cochem.
